About this ranking
About this metric. “Primary Energy Consumption by Country (Time Series)” reformats data published by Our World in Data (mostly re-published World Bank / UN public statistics) (OWID Grapher slug “primary-energy-cons”). Values are expressed in TWh.
What to watch. The 2010 US–China crossover is the pivot: a country consuming a third of America’s energy in 1990 overtakes it within twenty years and now runs at 1.5 times. Meanwhile Western bars flatten — the world’s energy centre of gravity moving in one frame.
Caveats. Primary energy covers not just electricity but transport, heat and industrial fuel. Converting hydro, nuclear and renewables into primary-energy terms can follow different conventions (e.g. the substitution method), which changes how large non-fossil sources appear.
Trends in the data
The handover between the United States and China happened in 2009. That year China consumed 27,158.90 TWh against the United States’ 25,110.53 TWh. In 1990 China had been at just 35% of the US level, so the reversal took under twenty years. The gap has widened since: in 2024 China is at 48,987.10 TWh against 26,528.61 TWh, a ratio of 1.85. China alone accounts for 32.2% of the 152,297 TWh consumed by these 30 countries. In 1965 China was fifth, at 1,536.19 TWh.
By growth multiple China leads at 31.89×, followed by India at 18.30× (619.45 → 11,336.06 TWh) and Brazil at 14.31× (273.87 → 3,919.05 TWh). The rank changes point the same way: South Korea from 24th to 8th, Brazil from 17th to 6th, Iran from 19th to 9th, Indonesia from 22nd to 12th, Saudi Arabia from 18th to 10th and the United Arab Emirates from 29th to 20th. Every country that climbed is in Asia, the Middle East or South America.
Europe, by contrast, has almost uniformly retreated. Germany fell from 2nd in 1965 to 11th in 2024, the United Kingdom from 3rd to 16th, Poland from 9th to 26th and the Netherlands from 12th to 29th. The United Kingdom is the only country among these 30 whose consumption actually declined, from 2,316.22 TWh to 1,936.96 TWh, a factor of 0.84. Energy efficiency and a shift in industrial structure did the work, but the fall in rank owes more to how fast the emerging economies grew.
Japan’s line is worth following too. It rose from 1,831.84 TWh in 1965 to a peak of 6,353.94 TWh in 2005, then fell to 4,794.82 TWh in 2024 — 75% of the peak. Its rank barely moved, from 4th in 1965 to 5th in 2024, yet the level is a quarter lower than twenty years ago. Efficiency gains, manufacturing moving offshore and a shrinking population all contributed. Almost no other country in this table holds its rank while consuming less.
